खनिज रायल्टी में वृद्धि के लिए शीघ्र अधिसूचना जारी करने का किया अनुरोध

मुख्यमंत्री श्री भूपेश बघेल ने भारत सरकार के कोयला खान मंत्री श्री प्रहलाद जोशी को पत्र लिखकर एम.एम.डी.आर. एक्ट 1957 के तहत मुख्य खनिजों की रायल्टी दरों को तीन वर्ष की अवधि के पश्चात पुनः संशोधित करने का अनुरोध किया है। उन्होंने कहा है कि तीन वर्ष की अवधि के पश्चात खनिज की रायल्टी दरों में वृद्धि नहीं होने से छत्तीसगढ़ को खनिज राजस्व की हानि हो रही है, इससे राज्य द्वारा संचालित जनकल्याणकारी योजनाओं के समुचित क्रियान्वयन के लिए वित्तीय प्रबंधन में कठिनाई आ रही है।
मुख्यमंत्री ने केन्द्रीय कोयला खान मंत्री को लिखे पत्र में कहा है कि छत्तीसगढ़ राज्य में खनिज रायल्टी राजस्व प्राप्ति का एक महत्वपूर्ण स्रोत है। राज्य सरकार द्वारा जनहित में अनेक कल्याणकारी योजनाएं संचालित की जा रही है, इसके सुचारू संचालन के लिए उचित वित्तीय प्रबंधन आवश्यक है। भारत सरकार द्वारा मुख्य खनिजों की रायल्टी दरों में निर्धारित समयावधि में संशोधन नहीं होने के कारण राजस्व प्राप्ति में प्रतिकूल असर पड़ रहा है।
मुख्यमंत्री ने अवगत कराया है कि भारत सरकार खान मंत्रालय द्वारा पूर्व में मुख्य खनिजों की रायल्टी दरों में एक सितम्बर 2014 को संशोधन किया गया था। एक्ट की धारा के प्रावधान के अनुसार विगत संशोधन से तीन वर्ष की अवधि बीत जाने के बाद एक सितम्बर 2017 से रायल्टी दरों में संशोधन किया जाना था, किन्तु आज पर्यन्त रायल्टी दरों में संशोधन नहीं किया गया है। उन्होंने इस संबंध में केन्द्रीय मंत्री से मुख्य खनिजों की रायल्टी दरों में वृद्धि किए जाने संबंधी अधिसूचना शीघ्र जारी करने का अनुरोध किया है, जिससे छत्तीसगढ़ को बढ़ी हुई दर पर खनिज राजस्व मिल सके।
Request for early notification for increase in mineral royalty

Chief Minister Mr. Bhupesh Baghel wrote a letter to Mr. Prahlada Joshi, Minister of Coal Mines, Government of India. Under the M.M.D.R Act 1957, it has been requested to revise the royalty rates of major minerals after a period of three years. He has further affirmed that the state of Chhattisgarh is losing its mineral revenue due to non-increase in royalty rates after three years, which thereby leads in creating difficulty
for proper implementation of state-run welfare schemes due to shortage of financial management.
The Chief Minister has said in a letter to the Union Minister of Coal Mines that mineral royalty is an important source of revenue for the state of Chhattisgarh. Many welfare schemes are being run by the state government for public interest and for this, proper financial management is necessary for its smooth functioning. The revenue receipts are being adversely affected due to non-revision of the royalty rates of major minerals by the Government of India.
The Chief Minister has informed that the royalty rates of major minerals were revised on September 1, 2014 by the Ministry of Mines, Government of India. As per the provisions of section of the Act, royalty rates were to be revised from September 1, 2017, after a period of three years from the previous amendment, but till date the royalty rates have not been revised. He has requested the Union Minister to issue a notification regarding increase in royalty rates of major minerals in this regard, so that Chhattisgarh can get mineral revenue at an increased rate.
